The Demise of the 28-Point Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the announcement of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been defused. A senior US official spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of aerial bombardment on Kyiv.

The Cycle of Negotiation and Warfare

The sequence of contrasting events captured the grim essence of the outgoing year. By day, negotiation efforts are conducted: positive announcements are released from various governments. Immense energy is devoted on managing certain initiatives. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the primary tool for achieving "peace".

Nighttime Reality

As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is able to track missile launches from Russian territory, a capability provided through up-to-date information. From vantage locations, defense planes that had been dispatched to engage hostile guided weapons flew past – sophisticated military planes supplied to Ukraine by European allies.

Shortly after, Kyiv's missile defense activated: defensive missiles fired to intercept a incoming threat. This was a advanced protection mechanism at work, presumably delivered by allied countries. Every firing jolts you unexpectedly, shaking the windows. The moment of terror quickly gives way to sober acceptance: maybe the hostile projectile won't strike its target this time, protecting urban areas from catastrophe and further power outages.

Persistent Threats

Following this, a heavy machine gun fired at a drone somewhere nearby, part of a mobile-fire group – most likely Western-made equipment. Sadly, the shots failed to hit the enemy aircraft – it maintained course toward its destination.

Intermittently, this carried on until dawn. Kyiv awoke to the morning news: multiple fatalities, destruction and infrastructure problems in many homes as a result of the nocturnal offensive. As customarily, everyone still continued their routines – experiencing conflict. But those full day demonstrated Ukraine's essential dependence on external assistance – a dependence that regional partners are clearly incapable to replace in the immediate future.

Unsuccessful Negotiations

The detailed framework from American leadership sparked intense emotion, controversy and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and multilateral gatherings.

Every new proposal from American administration follows the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually win the battle. This pattern will, no doubt, continue.

Strategic Calculations

It is convenient to criticize certain parties of repeatedly advocating Russian terms. But that does not seem to be the complete picture. Washington operates on a premise well known to seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The White House believes that it is unfeasible to compel Moscow to abandon the areas that it presently holds in Ukraine's south or east.

The issue is that while acknowledging this situation, US leadership does nothing to prevent Kremlin actions, through diplomacy or military means, from believing that the situation will not evolve additionally in its favour in the months ahead.

Divergent Views

Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its supporters are approaching exhaustion. Their incentive to agree to terms that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's government remains completely certain in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing lives and land but preventing a entire defensive failure until conditions improve in its benefit.

Existing Situation

Realistically, there are no actual prerequisites for a ceasefire. Now, personal considerations are entering the equation: political desires to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any initiative Kyiv finds unsuitable, so that their priority does not shift toward internal issues. And although their objective will now be significantly challenging after current events, it remains very improbable that this will change their overall approach.

These opposing factors are driving the talks.

Assessment and Future

It took a mere seven days to kill the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, recent disclosures, all achieved their purpose.

While new initiatives based on previous concepts are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and demonstrate certain reluctance to alter the situation, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, largely rely on sustained allied backing.
